The article is telling you how to create a permission. It would be up to you to create the code to use it.
There is no need to "clone" anything, since the permission itself is just a row in a database. It is not "tied" to any DOM object in the output webpage or to a post.
I would assume the code to edit your "heading and tags" is in the code for the Topic Tags extension, so that code would need to check the new permission to allow the editing.
In other words, creating the permission itself is simple. The code to implement it is a lot tougher.
