Is there a fixed date for when new versions of phpBB arrives? So i don't have to update much, and also avoid update complications.

If you want & can to wait until phpBB 3.3.15 is being released, you can update your board at that time then.

Should be released soon my guess is as every PR from there is closed and solved. But in general, if there's a new version available, you should update it to be on the latest one which brings different bug fixes etc.
