There is an auto group extension that might be helpful. https://www.phpbb.com/customise/db/exte ... to_groups/
They can be added in bulk using the find a member link, put a check next to each name you want and then hit the "select marked" button on the bottom. The only issue is it only works on the page you are viewing.
In case you are unaware users can join groups set to open or request using the UCP. Group leaders can be anyone, they can manage requests and add/remove members through the UCP,
