I would help to know what type of server your on. Shared, VPS, dedicated, cloud etc...
If your on a low cost shared server, your kinda out of luck as some shared servers host a few hundred to a few thousand clients from one machine, all sharing resources. If your on any other type of server you can usually tweak your server settings to allow more memory where it is needed, if that is your problem. If you dont know how to interpret the results of TOP, contact your host and ask them to look at it and make a recommendation. Even a very low end VPS should easily support a very busy phpBB site
